Texas Education Agency

Funding School Program (FSP)

Project Scope:
Worked with Texas Education Agency to provide business analysis and requirements gathering services for the FSP system that calculates payments of over 19.2 billion (one-third of State of Texas budget) annually for 1,000 Texas public school districts and approximately 200 charter schools based on highly complex two-tiered funding programs. Tier I calculates funding for basic education programs to meet state accreditation standards. The Tier I funding includes additional funding for special, compensatory, bilingual, career and technology, and gifted and talented programs. Tier II funding provides school districts with equal access to revenue for educational enrichment. The system utilizes highly sophisticated financial models to calculate school district’s allotments three (3) different ways based on State statutes and provisions to provide maximum benefit to the districts to hold them harmless based on enacted House Bill No 1 (79th Texas Legislature, IIIrd called session). The utilized Microsoft ASP.NET, C#, FileNet, Excel Services and Microsoft Share point framework will enable the State Funding Division to administer these allotments as payments to these schools more effectively and the integrate existing manual data collection modules to go online to improve efficiency and allow the school districts and charter schools to report information for all FSP programs.
